In 2023, non-governmental organisations altogether received € 346,81 million from ministries. In comparison to 2003, the amount is higher by 778,74 % or € 307,34 million, and in comparison to 2009, the amount is higher by 342,54 % or about € 268,44 million. The biggest contribution to the overall increase in funds is the increase from the Ministry of Labour, Family, Social Affairs and Equal Opportunities, namely payments to personal assistance providers (under the Personal Assistance Act, which entered into force in 2019), among which are mainly non-governmental organizations. In 2023, however, funds from the Ministry of Defense have increased significantly. These funds were intended for the quick and effenctive provision of basic necessities to those most affected by the floods from August 3–5, 2023, as well as for the intervention costs of rescue units, services, and other operational teams of associations or non-governmental organizations during the National Protection and Rescue Plan for floods between August 4 and 31, 2023.
The list of ministries that were paying public funds is based on data from the Register of budget users, which mostly contains current names of budget users. If in the past, a certain field fell under various ministries (e.g. when ministries were being “split“ or abolished), transfers from previous years are displayed under the (current) name of the ministry responsible for this field. In the above-mentioned Register, certain ministry constituent bodies are still kept under names of no-longer existing ministries (i.e. the funds remitted by the Ministry of Infrastructure and Spatial Planning comprise transfers by Surveying and Mapping Authority, although this is a constituent body of the Ministry of Infrastructure).
